Ethan was allegedly abducted by his mother, Carla Velasco, on October 17, 2009. A felony warrant was issued for Carla on October 30, 2009. They may travel to Bolivia. Ethan is biracial. He is Hispanic and White. Ethan has a small chip on his front right tooth. Carla has a scar on her forehead.
